The Hamas Charter, citing the Protocols

Hamas’s founding covenant of 1988 did more than echo the Protocols of the Elders of Zion. Its Article 22 reproduces the forgery’s conspiracy architecture as settled fact, and Article 32 names the Protocols directly as the Jews’ master plan. Here that catalogue of secret power is set beside the Tsarist forgery it inherits.

Unlike the Protocols’ line-by-line theft from Joly, the 1988 covenant does not copy sentences. It reproduces the forgery’s conspiracy architecture as fact, and then names it (Article 32). Some of Article 22’s specifics — the world wars, the Balfour Declaration, the Communist revolution, the Rotary and the Lions — postdate the 1903 forgery and belong to the wider Jewish-world-conspiracy myth the Protocols seeded (the Nilus tradition, Judeo-Bolshevism, Nazi propaganda) rather than to the Protocols text itself. Hamas issued a new political document in 2017 that drops this conspiracy material — though it did not formally abrogate the 1988 covenant — so the older text is shown here as a historical artifact. The point is narrow and documentary: how a proven Tsarist forgery resurfaced, by name, in a late-twentieth-century charter. It is not a claim about Palestinian grievances or about the present war.

In the Protocols, war is an instrument the cabal can unleash at will — up to “a universal war.” Article 22 reads that structural claim onto the actual world wars; the specifics it adds — the Balfour Declaration, the League of Nations, the destruction of the Caliphate, profiteering by “trading in armaments” — are its own 20th-century overlay, not found in the 1903 forgery.
