The claim

A secret council of Jewish 'Elders' meets to direct a centuries-old plot to subvert nations and seize control of the entire world.

Demonstrably invented: a forged document, a fictitious event, an accusation refuted by direct evidence.

Historical context

The Protocols, the most influential antisemitic forgery in history, first appeared in 1903 in the St. Petersburg newspaper Znamia, owned by the antisemite Pavel Krushevan; a fuller edition was published by Sergei Nilus in 1905. Fabricated in circles linked to the Tsarist secret police (Okhrana), it purports to record secret meetings of Jewish leaders plotting global domination through control of banks, the press, and revolutions. After 1917 it spread worldwide—translated, serialized by Henry Ford's Dearborn Independent, and made a staple of Nazi schooling and propaganda, with at least 23 Nazi-era editions. Norman Cohn called it a 'warrant for genocide': it supplied the master script that rationalized pogroms, Nazi extermination policy, and continues to circulate globally today.

The debunking

The Protocols were exposed as a plagiarized fabrication almost immediately and repeatedly. In August 1921, Philip Graves of The Times (London) printed side-by-side passages proving the text was copied from Maurice Joly's 1864 French satire 'Dialogue in Hell Between Machiavelli and Montesquieu'—a work attacking Napoleon III that never mentions Jews—with roughly two-fifths of the Protocols lifted from it. Other sections derive from Hermann Goedsche's 1868 sensational novel 'Biarritz'. The document describes no real meeting: no 'Elders of Zion' ever existed, and no original minutes, authors, or congress have ever been produced. In the Bern trial (1933–1935), brought after Swiss Nazis distributed the text, the court heard expert and eyewitness testimony on its Russian secret-police origins and in May 1935 declared the Protocols forgeries, plagiarism, and 'ridiculous nonsense' (a 1937 appeal overturned the fine on the narrow ground that the obscenity statute did not apply, while not rehabilitating the text's authenticity). A 1964 U.S. Senate Judiciary Subcommittee report likewise labeled it 'fabricated.' Norman Cohn's Warrant for Genocide (1967) reconstructed the full genealogy of the forgery. Every serious historical investigation for over a century has reached the same conclusion: the Protocols are a fiction manufactured to incite hatred.
